This is an excellent tool for any sacrifice deck that naturally has some good fodder for cards like this

It's so popular because it only costs 3 ink to play, and its two abilities allow you to both gain lore and draw cards, two things that help you win the game

It is also the only surveil card I've seen seriously discussed for Modern: Snapcaster is a Modern staple, and Briefing is a tweaked Snapcaster

A lot of the decks that use discard outlets also have access to a selection of other tools to get cards in the bin

Then if it leaves the battlefield to another zone, the two cards would separate and both be put into the new zone
